Jim Vreeland, a car dealer from Buellton, Calif., who owned such stakes winners on this circuit as Devious Boy and Evening Promise, died on Monday from cancer. He was 65. Vreeland had horses over the years with trainers Jeff Bonde and Kathy Walsh. Devious Boy won the Oak Tree Derby, while Evening Promise won several grass stakes. Funeral services are pending. Choper re-appointed to CHRB Jesse Choper has been reappointed to a second four-year term on the California Horse Racing Board by outgoing Gov. Arnold Schwarzenegger. Choper, 75, is a professor of law at the Boalt Hall School of Law at the University of California, Berkeley, and was dean of that school for 10 years.
