Joseph Lynch, chief of racing operations for the New York State Racing and Wagering Board and a longtime participant in the racing industry, died over the weekend. He was 64.During his career with the board, Lynch also served as an operations analyst. He also had been employed as an on-air announcer for the Capital District Regional Off-Track Betting Corporation’s cable television and radio programs from December 1996 until December 1997. From 1969-83, Lynch he was a publicist for Saratoga Harness Racing Inc.“Joe Lynch was a great repository of racing knowledge and was greatly respected by all those with whom he came in contact,” State Racing and Wagering Board chairman John Sabini said. “His family has our deepest sympathies.”Lynch was a 1969 graduate of Fairleigh Dickinson University. Funeral arrangements have not yet been announced.
